No-recoil (recoil control) is the act of compensating for the camera offset the game adds to every shot of an automatic weapon. "Zero" recoil doesn't literally exist — the term describes a technique (manual or automated) of keeping the aim point as close to center mass as possible despite the randomness built into the weapon.

Why the term gets confused with cheating
The word "no-recoil" in the context of other shooters (e.g. some mobile PUBG versions) is occasionally applied to programs that modify game files to literally remove recoil from the game's code — that genuinely is a cheat. In CS2/PUBG PC, recoil-control macros never touch the game's code at all — they only compensate for recoil through cursor movement from the outside, a fundamentally different technology despite the similar name.
